EPA Seeks Public Comment on Proposed Guidance for Pesticide Registrants to Improve Efficiencies on Notifications and Minor Amendments Submitted to the Agency
The U.S. Environmental Protection Agency (EPA) is releasing for public comment proposed updates to Pesticide Registration Notice (PRN) 98-10, “Notifications, Non-notifications and Minor Formulation Amendments.” The new draft would provide updated guidance to registrants submitting minor modifications to a registration that do not require extensive EPA review. These modifications do not have any substantive impact on the use or safety of a pesticide. The proposed changes will not impact any procedures for the review of information related to environmental or human health.
EPA Releases Final Guidance for Antimicrobial Pesticides that Require Endangered Species Act Reviews
The U.S. Environmental Protection Agency (EPA) is releasing final guidance on how the agency will conduct endangered species assessments for new active ingredients, new use, and registration review actions for antimicrobial pesticides. This guidance fulfills requirements outlined in the Pesticide Registration Improvement Act of 2022 (PRIA 5) and puts additional processes and environmental protections in place to ensure pesticide exposures are not posing risks to federally listed species or their critical habitats. Although this document does not create new requirements for pesticide registrants, the recommendations in the guidance will guide companies as they fully consider and address potential effects of antimicrobial pesticides to listed species.

ICYMI: Administrator Zeldin in The Hill: EPA Highlights How Reducing Food Waste Matters for All Americans
The U.S. Environmental Protection Agency (EPA) Administrator Lee Zeldin published an op-ed in The Hill highlighting the agency’s role in helping to curb food waste across the country during this holiday season and beyond. With nearly one-third of all food in the United States being discarded every year, EPA has launched the Feed It Onward initiative to connect surplus food with people and organizations that make use of it and reduce its chances of being discarded in landfills. EPA’s efforts in redirecting food waste increases access to healthy meals for families, allows farmers and businesses to find new value in products, and allows communities to strengthen the systems that help keep America fed.

EPA and Army Wrap Up Public Listening Sessions on Proposed Definition of WOTUS
U.S. Environmental Protection Agency (EPA) and U.S. Department of the Army (Army) have completed a series of listening sessions to hear input from the public on the agencies’ revised definition of “waters of the United States,” or WOTUS. Public input is essential to the rulemaking process and these sessions provided an important opportunity for the agencies to hear directly from a variety of stakeholders. It is clear that a durable definition of WOTUS is a priority that will protect water quality and help advance the agency’s Powering the Great American Comeback initiative.

EPA Approves New WIFIA Loans to Strengthen Drinking Water and Wastewater Infrastructure in Oregon and Washington
U.S. Environmental Protection Agency (EPA) is announcing its approval of three Water Infrastructure Finance and Innovation Act (WIFIA) loans totaling $240 million. These loans will improve vital water infrastructure in Northwest Oregon; the City of Medford, Oregon; and King County, Washington. EPA is committed to ensuring that every American has access to safe and reliable water services and the agency’s WIFIA program plays a key role by helping finance infrastructure upgrades while loan payments reimburse the U.S. Treasury.
Senate Confirms Douglas Troutman as Assistant Administrator for EPA’s Office of Chemical Safety and Pollution Prevention
The United States Senate has confirmed Douglas Troutman to serve as the Assistant Administrator of U.S. Environmental Protection Agency’s (EPA) Office of Chemical Safety and Pollution Prevention (OCSPP). Appointed by President Donald J. Trump, Douglas Troutman will oversee the critical functions of the office that ensure the safe use of pesticides and chemicals.
Senate Confirms Jeffrey Hall as Assistant Administrator for EPA’s Office of Enforcement and Compliance Assurance
The United States Senate has confirmed Jeffrey Hall to serve as U.S. Environmental Protection Agency’s (EPA) Assistant Administrator for the Office of Enforcement and Compliance Assurance. Appointed by President Donald J. Trump, Jeffrey Hall will work in this new role to advance the agency’s core mission of protecting human health and the environment and EPA Administrator Lee Zeldin’s Powering the Great American Comeback Initiative.

EPA and Army Civil Works to Gather Public Comment on Proposed WOTUS Rule in Pennsylvania
U.S. Environmental Protection Agency (EPA) and U.S. Department of the Army (Army) announced two additional public meeting sessions to hear comments from the public on the agencies’ proposed rule to revise the definition of “waters of the United States” (WOTUS) under the Clean Water Act., The first session will be held in Pittsburgh, Pennsylvania, on December 15, 2025 from 12-2 p.m. ET and 2:30-4 p.m. ET. The second session will be virtual only on December 16, 2025 from 12:30-2 p.m. ET and 2:30-4 p.m. ET. Farm, Ranch, and Rural Communities Advisory Committee (FRRCC); Notice of Charter Renewal
Notice is hereby given that the Environmental Protection Agency (EPA) has determined that, in accordance with the provisions of the Federal Advisory Committee Act (FACA), the Farm, Ranch, and Rural Communities Advisory Committee (FRRCC) is in the public interest and supports EPA in performing its duties and responsibilities. Accordingly, the FRRCC will be renewed for an additional two-year period. The purpose of the FRRCC is to provide advice and recommendations to the EPA Administrator on environmental issues and policies that are of importance to agriculture and rural communities. Upcoming Public Meeting on the Proposed Rule Updated Definition of "Waters of the United States"
EPA and the Army will hold a public meeting on December 12, 2025, in Bismarck, North Dakota to gather input on the proposed rule. The meeting will be from 9:30-11 a.m. CT and 11:30 a.m.-1:00 p.m. CT. To register to provide comments or to listen to the public meeting, either virtually or in-person, please visit the Zoom meeting page. Requests to speak will also be taken the day of the meeting at the meeting registration desk for those participating in-person and during the speaker waitlist for those participating virtually. The U.S. Environmental Protection Agency (EPA) is announcing a settlement with Chedraui USA, Inc., doing business as El Super and Smart & Final Stores LLC, for violating federal pesticide law by distributing illegal disinfectants in their stores in Arizona, California, and Nevada. Under the settlement, Chedraui will pay a penalty of $472,369 to resolve the claims. As a result of EPA’s action, the illegal disinfectants were removed from stores (December 2). - Azoxystrobin; Pesticide Tolerances
This regulation establishes a tolerance for residues of azoxystrobin in or on black pepper. Under the Federal Food, Drug, and Cosmetic Act (FFDCA), the American Spice Trade Association (ASTA) submitted a petition to EPA requesting that EPA establish a maximum permissible level for residues of this pesticide in or on the identified commodity. (December 8) - Pesticide Tolerances; Implementing Registration Review Decisions for Certain Pesticides; Atrazine, et al.
The Environmental Protection Agency (EPA or Agency) is proposing to implement several tolerance actions under the Federal Food, Drug, and Cosmetic Act (FFDCA) that the Agency determined were necessary or appropriate during the registration review conducted under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). During registration review, EPA reviews all aspects of a pesticide case, including existing tolerances, to ensure that the pesticide continues to meet the standard for registration under FIFRA. (December 16)- Flupyradifurone; Pesticide Tolerance for Emergency Exemption
This regulation establishes time-limited tolerances for residues of flupyradifurone, including its metabolites and degradates, in or on sugarcane, cane and sugarcane, molasses. This action is in response to EPA’s concurrence of a crisis exemption under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) authorizing use of the pesticide on sugarcane. This regulation establishes a maximum permissible level for residues of flupyradifurone in or on these commodities. The time-limited tolerances expire on December 31, 2028. (December 19) - Thiamethoxam; Pesticide Tolerances
This regulation establishes tolerances for residues of thiamethoxam in or on pepper, black at 0.15 parts per million (ppm). Under the Federal Food, Drug, and Cosmetic Act (FFDCA), the American Spice Trade Association submitted a petition to EPA requesting that EPA establish a maximum permissible level for residues of this pesticide in or on this commodity. (December 19) - Cancellation Order for Certain Pesticide Registrations and/or Amendments To Terminate Uses (From August 05, 2025, Notice)
This notice announces EPA’s order for the cancellations and/or amendments to terminate uses, voluntarily requested by the registrants and accepted by the Agency, pursuant to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). This cancellation order follows an August 05, 2025, Federal Register Notice of Receipt of Requests from the registrants listed in Table 3 of Unit II, to voluntarily cancel and/or amend to terminate uses of these product registrations. In the August 05, 2025, notice, EPA indicated that it would issue an order implementing the cancellations and/or amendments to terminate uses, unless the Agency received substantive comments within the 30-day comment period that would merit its further review of these requests, or unless the registrants withdrew their requests. The Agency did not receive any comments on the notice. One registrant, the registrant of 7969–33, withdrew their request. Therefore, it has been removed from this notice. Accordingly, EPA hereby issues this notice a cancellation order granting the requested cancellations and/or amendments to terminate uses. Any distribution, sale, or use of the products subject to this cancellation order is permitted only in accordance with the terms of this order, including any existing stocks provisions. EPA Announces $7 Billion in Newly Available WIFIA Funding and Five New WIFIA Loan Approvals
The U.S. Environmental Protection Agency (EPA) announced $6.5 billion in Water Infrastructure Finance and Innovation Act (WIFIA) funding available for water systems, with an additional $550 million available to states. Interested entities can apply for this funding through a rolling application process. The agency is also announcing approval of five new WIFIA loans that will invest in critical water infrastructure projects in Texas, Illinois, Oregon, and Florida. EPA’s WIFIA program provides a powerful financial tool that can significantly accelerate investments in water infrastructure to protect human health and the environment while saving communities millions of dollars.

The Environmental Protection Agency (EPA) has submitted an information collection request (ICR), Renewable Fuel Standard (RFS) Program: RFS Annual Rules (EPA ICR Number 2546.04, OMB Control Number 2060–0725) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act. This is a proposed extension of the ICR, which is currently approved through November 30, 2025. Public comments were previously requested via the Federal Register on April 30, 2025, during a 60- day comment period. This notice allows for an additional 30 days for public comments.

EPA & Army Corps Unveil Clear, Durable WOTUS Proposal
U.S. Environmental Protection Agency (EPA) Administrator Lee Zeldin, together with Assistant Secretary of the Army for Civil Works Adam Telle, today announced a proposed rule that would establish a clear, durable, common-sense definition of “waters of the United States” (WOTUS) under the Clean Water Act. The proposal, unveiled at an event today at EPA headquarters in Washington, DC, follows the Supreme Court decision in Sackett and delivers on the Trump Administration's commitment to protect America's waters while providing the regulatory certainty needed to support our nation’s farmers who feed and fuel the world and advance EPA’s Powering the Great American Comeback initiative.

EPA Grants the State of Texas Primacy to Protect Underground Water Resources
U.S. Environmental Protection Agency (EPA) announced a final rule approving the State of Texas’ request to administer permitting for Class VI underground injection wells under the Safe Drinking Water Act (SDWA). With this approval, Texas will implement Underground Injection Control (UIC) programs covering all well-types (Class I-VI), allowing better coordination and improved efficiencies.

EPA Announces Proposed Registration of Herbicide Epyrifenacil
The U.S. Environmental Protection Agency (EPA) released for public comment its proposed registration decision for two products containing new active ingredient epyrifenacil for use as a pre-plant burndown herbicide for agricultural use in canola, field corn, soybean, wheat, and fallow land (corn, soybean, and wheat), and for non-agricultural use on non-crop areas such as areas around industrial or farm buildings.

- Cyclobutrifluram; Pesticide Tolerances
This regulation establishes a tolerance action for residues of cyclobutrifluram in or on the food and feed commodities of cotton, gin byproducts; cotton, undelinted seed; lettuce, leaf; soybean, seed. Under the Federal Food, Drug, and Cosmetic Act (FFDCA), Syngenta submitted a petition to EPA requesting that EPA establish a maximum permissible level for residues of this pesticide in or on the identified commodities. (November 5) - EPA Updates Review on Potential Paraquat Volatilization and Plans to Request Additional Data from Manufacturers
The U.S. Environmental Protection Agency (EPA) is releasing an updated review of the potential for the pesticide paraquat to volatilize from treated agricultural fields. As a result, EPA will be issuing a data call-in (DCI) notice to paraquat manufacturers requesting additional data. (November 13) - Fluazinam; Pesticide Tolerances
This regulation establishes tolerances for residues of fluazinam (CASRN 79622–59–6) in or on pear, Asian. Under the Federal Food, Drug, and Cosmetic Act (FFDCA), ISK Biosciences Corporation submitted a petition to EPA requesting that EPA establish a maximum permissible level for residues of this pesticide on in or on the identified commodity. (November 17) - Chlorantraniliprole; Pesticide Tolerance for Emergency Exemption
This regulation establishes a time-limited tolerance for residues of chlorantraniliprole, including its metabolites and degradates, in or on rice, grain. This action is in response to EPA’s granting of an emergency exemption under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) authorizing use of the pesticide on rice. This regulation establishes a maximum permissible level for residues of chlorantraniliprole. The time-limited tolerance expires on December 31, 2028. (November 17) - Castor Oil, Polymer With 2- Ethylhexanol, Maleic Anhydride and Soybean Oil, Sodium Salt in Pesticide Formulations: Tolerance Exemption
This regulation establishes an exemption from the requirement of a tolerance for residues of castor oil, polymer with 2-ethylhexanol, maleic anhydride and soybean oil, sodium salt (CAS No. 3057850–65–1) minimum number average molecular weight 4571; when used as an inert ingredient in a pesticide chemical formulation under 40 CFR 180.960. Under the Federal Food, Drug, and Cosmetic Act (FFDCA), Spring Regulatory Sciences on behalf of Ashland Specialty Ingredients G.P. submitted a petition to EPA requesting an exemption from the requirement of a tolerance. This regulation eliminates the need to establish a maximum permissible level for residues of castor oil, polymer with 2-ethylhexanol, maleic anhydride and soybean oil, sodium salt on food or feed commodities when used in accordance with these exemptions. (November 17) - Various Fragrance Components in Pesticide Formulations; Exemption From the Requirement for a Tolerance
This regulation establishes an exemption from the requirement of a tolerance for residues of various fragrance components listed in Unit II of this document when used as an inert ingredient in antimicrobial formulations applied to food-contact surfaces in public eating places, dairy-processing equipment, and food-processing equipment and utensils under 40 CFR 180.940(a) when the end-use concentration does not exceed 5 parts per million (ppm). Under the Federal Food, Drug, and Cosmetic Act (FFDCA), Innovative Reform Group, on behalf of The Clorox Company, submitted a petition to EPA requesting an exemption from the requirement of a tolerance. This regulation eliminates the need to establish a maximum permissible level for residues of various fragrance components, when used in accordance with the terms of those exemptions. (November 17) - Oxirane, Methyl-, Polymer With Oxirane, Monobutyl Ether and Oxirane, 2-Methyl, Polymer With Oxirane, Monomethyl Ether in Pesticide Formulations; Exemption From the Requirement for a Tolerance
This regulation establishes an exemption from the requirement of a tolerance for residues of oxirane, methyl-, polymer with oxirane, monobutyl ether (CAS Reg. The U.S. Environmental Protection Agency (EPA) registered ten products containing the new active ingredient isocycloseram, a broad-spectrum contact insecticide proposed for use on agricultural crops, turf and ornamentals, as well as indoor and outdoor uses for commercial, industrial and domestic sites. This new active ingredient will give farmers an additional tool to help manage crops and grow more food for our country. Some of the target pests for these products can cause significant crop damage and financial loss to growers, such as the tarnished plant bug in cotton, Colorado potato beetle in potatoes and diamondback moth in Brassica vegetables. Isocycloseram will also give citrus farmers an important new product to help control the pest Asian citrus psyllid, the primary vector of devastating citrus greening disease. Additionally, this pesticide has important benefits for managing indoor pests, including cockroaches, termites and bed bugs. No human health risks of concern were identified when isocycloseram is used according to the registered labels. EPA Releases Reports as Part of Agency Efforts to Optimize Pesticide Registration Processes
U.S. Environmental Protection Agency (EPA) is taking a major step to evaluate and optimize key pesticide registration functions by releasing two evaluations of EPA programs. The first report provides the results of a third-party audit focused on assessing the operational performance of the agency’s Office of Pesticide Programs (OPP) and provides recommendations for improvement. The second report evaluates OPP’s training and education gaps to support implementation of the Pesticide Registration Improvement Act (PRIA 5). The agency is sharing this information in an effort to help improve the registration process for pesticide registrants and other stakeholders. This action supports Administrator Zeldin’s work to advance permitting reform by increasing efficiency and providing more regulatory certainty for companies that make pesticides and the businesses that use them to control pests and ensure our country’s food supply.

Update on Pesticide Program Dialogue Committee
The U.S. Environmental Protection Agency (EPA) is providing an update on the status of the Pesticide Program Dialogue Committee (PPDC). While undergoing its biennial review required by law, the charter for PPDC has temporarily expired as the agency makes some minor adjustments to the charter. While EPA is planning to expeditiously recharter PPDC, consistent with the Federal Advisory Committee Act (FACA) (5 U.S.C. § 1008(c)), the activities of PPDC and its workgroups will temporarily cease until rechartering is complete. As a result, EPA has cancelled the November 2025 full committee public PPDC meeting.
EPA Shares Fish and Wildlife Service’s Draft Biological Opinions for Atrazine and Simazine for Public Comment
The U.S. Environmental Protection Agency (EPA) is releasing and seeking public comment on the U.S. Fish and Wildlife Service’s (FWS) draft biological opinions (BiOp) for the pesticides atrazine and simazine. Atrazine and simazine are two widely used herbicides in the United States. EPA Provides New Tool to Protect Honey Bees, Ensuring Safe and Abundant Food Supply
U.S. Environmental Protection Agency (EPA) is releasing a final registration decision for one technical and two end use products containing the new pesticide active ingredient Vadescana for control against Varroa mites (Varroa destructor) in honey bee hives. EPA prioritizes pesticide applications that target Varroa mites to provide beekeepers with a variety of tools to combat this pest—a contributor to colony collapse. EPA Proposes Renewable Fuel Standards Supplemental Rule, Addresses Small Refinery Exemptions

EPA Announces Action to Support Lower Food Prices for Americans and Reduce Burden on American Farmers by Addressing Meat and Poultry Discharge Regulations
At Christensen Farms in Minnesota, U.S. Environmental Protection Agency (EPA) Administrator Lee Zeldin announced a final action imposing no additional wastewater discharge regulations on meat and poultry processing facilities. This action advances the Trump Administration’s successful efforts to support a lower cost of living for American families and American farmers while protecting human health and the environment. Administrator Zeldin was joined by Christensen Farms CEO Greg Howard and U.S. Representatives Brad Finstad (R-MN-01) and Michelle Fischbach (R-MN-07) for a tour of the mill and farm following the announcement. Register for EPA’s Webinar on Mitigation Measures to Protect Endangered Species from Pesticides
The U.S. Environmental Protection Agency (EPA) will hold a public webinar on September 16, 2025, at 2:00 PM ET to provide information on the ecological runoff/erosion and spray drift mitigation measures that can be used to protect endangered species from pesticides. These measures are part of EPA’s online menu of mitigation measures pesticide users can choose from depending on their crop, region, agronomic practices, and the individual field to protect endangered species. The mitigation menu approach is intended to improve flexibility for pesticide users by providing options that work best for their situation, while still achieving an appropriate level of mitigation.

The Environmental Protection Agency (EPA) is announcing the release of the Pesticide App for Label Mitigations (PALM), an easy-to-use, mobile-friendly tool to serve as a one-stop shop that helps farmers and applicators use EPA’s mitigation menu to reduce pesticide exposure to nontarget species from agricultural crop uses. Quickly accessible in the field, at users’ fingertips, PALM will make mitigation information from the final Insecticide Strategy, Herbicide Strategy and other strategies readily available in an intuitive, user-friendly format. This action supports Administrator Zeldin’s Powering the Great American Comeback Initiative Pillar 1: Clean Air, Land and Water for Every American.

EPA Announces Proposed Registration of Pesticide Fluoxapiprolin
The U.S. Environmental Protection Agency (EPA) released for public comment its proposed registration for one technical and one end-use product containing the new active ingredient fluoxapiprolin, a broad-spectrum fungicide proposed for use on Brassica head and stem vegetables, bulb vegetables, cucurbit vegetables, fruiting vegetables, grapes, leafy vegetables, leaf petiole vegetables and potatoes. Fluoxapiprolin, when used according to label instructions, does not result in risks of concern for human health or the environment.

At Iowa State Fair, EPA Administrator Zeldin Announces Diesel Exhaust Fluid (DEF) Fix
The U.S. Environmental Protection Agency (EPA) Administrator Lee Zeldin announced new action to protect American farmers, truckers, and other diesel equipment operators from sudden speed and power losses caused by diesel exhaust fluid (DEF) systems. Alongside U.S. Small Business Administrator Kelly Loeffler at the Iowa State Fair, EPA issued clear guidance urging engine and equipment manufacturers to revise DEF system software in existing vehicles and equipment to prevent these sudden shutdowns, giving operators more time to repair faults without impacting productivity or safety. EPA Announces Action to Protect Endangered Species from Insecticide Methomyl
The U.S. Environmental Protection Agency (EPA) is announcing that it has approved labels that implement measures required by the National Marine Fisheries Service (NMFS) final biological opinion on methomyl. In addition to the measures required by NMFS, EPA approved an action initiated by a methomyl registrant to reclassify the last remaining non-restricted use pesticide (RUP) methomyl product as a RUP. All methomyl products are RUPs and may only be applied by certified applicators. Methomyl is an insecticide used on a variety of crops, including field vegetables and orchard crops.

This regulation establishes exemptions from the requirement of a tolerance for residues of the Bacillus thuringiensis Cry1A.2 and Cry1B.2 proteins (hereafter Cry1A.2 and Cry1B.2 proteins) in or on the food and feed commodities of soybean when used as plant-incorporated protectants (PIP) in soybean. Bayer CropScience LP submitted a petition to EPA under the Federal Food, Drug, and Cosmetic Act (FFDCA), requesting these exemptions. This regulation eliminates the need to establish a maximum permissible level for residues of these pesticides when used in accordance with the terms of the exemption. The applicant proposes the use of a new chemical which has not been registered by EPA. EPA Announces Proposed Decision to Approve Registration for New Uses of Dicamba, Outlines New Measures to Protect Human Health, Environment
The U.S. Environmental Protection Agency (EPA) is releasing for public comment its proposed registration for three end-use dicamba products for broadleaf weed control in dicamba-tolerant cotton and dicamba-tolerant soybean. EPA has conducted a robust human health risk assessment for these proposed products and has not identified any human health or dietary risks of concern. Additionally, the agency is proposing to put several measures in place to protect against the ecological risks found in EPA’s assessment. These new products would give farmers an additional tool to help manage crops and increase yields in order to provide a healthy and affordable food supply for our country.

EPA also issued “stop sale” orders to companies that supplied the unregistered products to Banner Wholesale Grocers: Monterrey Trade Corp. in Chicago, and Millennium Imports LLC in Plainfield, Illinois. EPA Selects Four Organizations to Receive $3.7 Million in Grants to Assist Farmers with Nutrient Management in Western Lake Erie Basin
U.S. Environmental Protection Agency announced four Michigan and Ohio grant recipients will receive $3,712,124 to engage farmers and provide nutrient management technical assistance in the Western Lake Erie Basin. Nutrient runoff from agricultural land is the leading cause of harmful algal blooms in Lake Erie. "Keeping fertilizer on the fields is a win for farmers and a win for water quality," said EPA Region 5 Administrator and Great Lakes National Program Manager Anne Vogel. EPA Proposes New Renewable Fuel Standards to Strengthen U.S. Energy Security, Support Rural America, and Expand Production of Domestic Fuels

EPA Updates Maps to Protect Endangered Species and Provide Flexibility to Farmers
The U.S. Environmental Protection Agency (EPA) is publishing refined interim core maps identifying areas important to 12 threatened or endangered (listed) species and their critical habitats as designated by the U.S. Fish and Wildlife Service (FWS). These maps are used for developing pesticide use limitation areas (PULAs) and will allow EPA to protect listed species from the use of pesticides through geographically specific mitigations. The maps identify areas where listed species are likely to be located and areas where they are not, which ensures that measures to protect listed species are only required in these areas where the species are located. By publishing these refined maps, EPA is taking another important step to reduce potential impacts to farmers while continuing to protect endangered species.

On June 24, 2024, the Environmental Protection Agency (EPA or the Agency) issued a final cancellation order pursuant to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) terminating several food uses on registered chlorpyrifos products, the majority of which were voluntarily requested by Gharda Chemicals International, Inc. (Gharda) and accepted by the Agency. Upon further review of that order, EPA identified an error, which it is correcting in this document. Specifically, EPA is rescinding the termination of asparagus use in the state of Michigan for Pilot 4E Chlorpyrifos Agricultural Insecticide, EPA Reg. EPA Releases Strategy to Better Protect Endangered Species from Insecticides Using Commonsense Practices, Provides Flexibilities to States and Growers
The U.S. Environmental Protection Agency (EPA) released its final Insecticide Strategy that identifies practical protections for federally endangered and threatened species from the use of insecticides, while providing flexibility for pesticide users and growers. The Strategy identifies mitigations aimed at protecting more than 900 species listed by the U.S. Fish and Wildlife Service (FWS) that EPA considers when it registers a new insecticide or reevaluates an existing one.

Administrator Zeldin Announces Major EPA Actions to Combat PFAS Contamination
U.S. Environmental Protection Agency (EPA) Administrator Lee Zeldin outlined upcoming agency action to address Per- and Polyfluoroalkyl Substances (PFAS). In this suite of actions, Administrator Zeldin announced a long list that included in part the designation of an agency lead for PFAS, the creation of effluent limitations guidelines (ELGs) for certain PFAS to stop these forever chemicals from entering drinking water systems, and initiatives to engage with Congress and industry to establish a clear liability framework that ensures the polluter pays and passive receivers are protected. EPA Launches Updated Pesticide Registration Tracking App for Companies

WOTUS Notice: The Final Response to SCOTUS
On March 12, 2025, the U.S. Environmental Protection Agency (EPA) and Department of the Army, Corps of Engineers announced a Federal Register notice publicizing a series of six listening sessions and a 30-day recommendations docket to solicit feedback on key aspects of the definition of “waters of the United States.” The six listening sessions will be held in-person with a virtual option for States, Tribes, industry and agricultural stakeholders, environmental and conservation stakeholders, and the general public. The agencies are committed to obtaining targeted input from a full spectrum of co-regulators and stakeholders on key topic areas related to the definition of “waters of the United States” in light of Sackett v. Environmental Protection Agency, regarding “continuous surface connection,” “relatively permanent,” and jurisdictional versus non-jurisdictional ditches. The listening session for Industry and Agricultural Stakeholders will be May 1, 2025 from 9:30 a.m. - 12:00 p.m. (Virtual and at EPA Headquarters in Washington, D.C.). On Tuesday, March 18, 2025, Administrator Zeldin celebrated National Agriculture Day in Chesterfield, Missouri, at Stemme Farms, participating in a roundtable discussion hosted by the Missouri Farm Bureau. Local farmers, elected officials and Farm Bureau leadership talked about water issues, crop protection and pesticides, biofuels, and more. Top EPA Regional Official Visits Farms to Mark Connection Between EPA Priorities and Farming
The U.S. Environmental Protection Agency Regional Administrator Michael Martucci traveled to Orange County, New York to tour local farms and honor National Agriculture Day and Week. During his visit, he discussed the important contributions of farmers, ranchers, and the EPA, as well as the connection between clean land, air, water and agriculture. “We don’t have food without farms, and we can’t have farms without clean land, water, and air,” said Regional Administrator Michael Martucci. “I’m so excited to come to these farms that I have known all my life in this new role as Regional Administrator. Uplifting farmers and business owners with all the resources EPA has to offer is important.”

Administrator Zeldin Announces EPA Will Revise Waters of the United States Rule
U.S. Environmental Protection Agency (EPA) Administrator Lee Zeldin announced that EPA will work with the United States Army Corps of Engineers to deliver on President’s Trump’s promise to review the definition of “waters of the United States.” The agencies will move quickly to ensure that a revised definition follows the law, reduces red-tape, cuts overall permitting costs, and lowers the cost of doing business in communities across the country while protecting the nation’s navigable waters from pollution. Given the U.S. Supreme Court’s watershed decision in Sackett v. Environmental Protection Agency, it is time for EPA to finally address this issue once and for all in a way that provides American farmers, landowners, businesses, and states with clear and simplified direction. The U.S. Environmental Protection Agency (EPA) registered one technical and two end use plant growth regulator products containing the new active ingredient metamitron for use on apple and pear trees. Metamitron is a chemical thinning agent applied to apple and pear tree leaves shortly after the blooming stage to thin excess fruit. This allows the remaining fruit to grow larger and may contribute to higher quality fruit and plant health giving farmers an additional tool to help manage crops and grow more food for our country. - EPA fines Southern California grocery chain for distributing unregistered disinfectants
The U.S. Environmental Protection Agency (EPA) has announced a settlement with Super Center Concepts, Inc. (dba Superior Grocers) over claims of illegal distribution of two unregistered disinfectant products. Under the settlement, the company will pay $253,909 for the violations. The company no longer distributes these disinfectants or offers them for sale. (February 11) - Potassium Chloride (KCl); Receipt of Application for Emergency Exemption
EPA is announcing a quarantine exemption request from the Idaho State Department of Agriculture (ISDA) to use the pesticide potassium chloride (CAS No. 7440–09–7) to treat up to 1.26 acres to control Quagga mussels. The applicant proposes the use of a new chemical which has not been registered by EPA. Due to the urgent nature of the emergency and the very narrow and limited use being requested EPA has eliminated the public comment period. Nonetheless, interested parties may still contact the Agency with information about this notice and treatment program. EPA Response Letter and New Appointments to EPA’s Farm, Ranch, and Rural Communities Federal Advisory Committee
On November 13, former Administrator Michael Regan announced the appointment of 18 new members and 6 returning members to serve two-year terms on the agency’s Farm, Ranch, and Rural Communities Federal Advisory Committee (FRRCC). The former EPA Administrator has also now issued the response letter to the 32 policy recommendations the FRRCC approved during their last public meeting. The letter outlines the progress and steps the Agency is taking on issues ranging from improvements to technical assistant EPA provides to rural communities, ways that EPA can scale up public-private partnerships and market-based approaches to accelerate the adoption of more conservation measures, and more.
EPA Signs Joint Statement of Cooperation with U.S. Fish and Wildlife Service to Help Protect Endangered Species and Support Sustainable Agriculture
The U.S. Environmental Protection Agency (EPA) and the U.S. Fish and Wildlife Service (FWS) signed a Joint Statement of Cooperation to better align EPA’s strategies for protecting endangered species from exposure to pesticides with FWS’s consultation processes. This coordination will help EPA meet its obligations under the Endangered Species Act (ESA) and allows both agencies to increase the efficiency of consultations which are required when pesticide actions may affect endangered species. Improving consultation efficiency increases flexibility for the agricultural community and keeps pest management tools in farmers’ hands, while protecting endangered species.

EPA Finalizes Protections for Workers and Communities from Cancer-Causing Ethylene Oxide Pollution
The U.S. Environmental Protection Agency released the Interim Decision for Ethylene Oxide (EtO) – a pesticide used on 50 percent of all sterilized medical devices in the United States and on approximately 30 percent of dried herbs and spices. EtO is known to cause cancer, including lymphocytic leukemia, breast cancer, non-Hodgkin lymphoma and myeloma in people. Workers who use EtO and people who work, live, or go to school or daycare near facilities that use EtO may breathe in emissions at levels that can increase cancer risk. The greatest risk is for people who work for their entire careers at facilities directly handling EtO with insufficient worker protections in place.

US Department of Energy and US Environmental Protection Agency Announce $6M to Support Development of Advanced Biofuels
The U.S. Department of Energy Bioenergy Technologies Office and the U.S. Environmental Protection Agency announced $6 million in funding for three projects that will advance biofuel development and support U.S. leadership in energy and emissions innovation. Funded through the Inflation Reduction Act, the projects will support research to improve performance and reduce costs of high-impact biofuel production technologies, scale up production systems with industry, and support the U.S. bioeconomy.

EPA Finalizes Settlement and Announces New Tracking Website for Endocrine Disruptor Screening Program Data Call-In Notices
EPA is announcing the December 12, 2024, final settlement relating to the implementation of the Endocrine Disruptor Screening Program (EDSP). The final settlement terms include EPA’s commitment to several action items to assess the potential effects of conventional pesticide active ingredients on human health. As part of the settlement agreement and to increase transparency related to the EDSP effort, EPA is also announcing a new tracking website to provide updates on Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) Data Call-In (DCI) Notices issued to registrants of a group of high priority conventional pesticides. These pesticides, referred to as Group 1, demonstrated potential impact to the estrogen or androgen pathways and may need additional data to inform endocrine-related assessments. EPA’s tracking website includes updates on the release and response to these DCIs including DCI notice number, the issuance date, the acknowledgement of receipt date, the company name and number, the 90-day response date, and the required date of data submission.

The Environmental Protection Agency (EPA) hereby announces its final cancellation order to terminate asparagus use voluntarily requested by Gharda Chemicals International, Inc. (Gharda) and accepted by the Agency, for one chlorpyrifos registration listed in Unit II, pursuant to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). This final cancellation order follows a notice in the Federal Register of September 16, 2024, to voluntarily amend this product registration. In the September 16, 2024, notice, EPA indicated that it would issue a final cancellation order implementing the request, unless the Agency received substantive comments within the comment period that would merit further review of these requests, or the registrant withdrew its request. The Agency received two comments on the notice, which are summarized in Unit III.B. Gharda did not withdraw the request for this amendment. Accordingly, EPA hereby grants the requested amendment to terminate asparagus as shown in this cancellation order. Any distribution, sale, or use of existing stocks of the product registration listed in Unit II is subject to the existing stocks provisions in this cancellation order and permitted only in accordance with the terms of this order. Chlorothalonil, thiophanate-methyl (TM), and carbendazim (MBC) all have long histories of use with low potential for resistance, making them highly beneficial for growers of various crops and other antimicrobial applications. These IDs address any risks from these pesticides, providing necessary mitigations to protect both human health and the environment. These IDs reflect updates to the risk mitigation approaches contained in the Proposed Interim Decisions (PID) as a result of public comments, including reducing risks to children, workers and critical species habitat. Pursuant to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), the Environmental Protection Agency (EPA or Agency) is hereby issuing an order for the cancellations of the pesticide product registrations identified in this document. EPA previously announced its receipt of and requested comment on requests to voluntarily cancel the product registrations listed in table 1 of unit II. and announced its intent to cancel the product registrations listed in table 3 of unit III. With the issuance of this cancelation order, any sale, distribution, or use of products listed in this notice will be permitted after the registrations have been cancelled only if such sale, distribution, or use is consistent with the terms as described in the final order. The U.S. Environmental Protection Agency (EPA) registered products containing the new active ingredient veratrine, an insecticide for direct application to walls and other vertical man-made structures, such as transportation equipment for non-food commodities. Veratrine acts against pests by targeting insect nervous systems in a manner similar to other registered insecticides (e.g., pyrethroids). EPA has received a specific exemption request from the Florida Department of Agriculture and Consumer Services (FDACS) to use the pesticide clothianidin (CAS No. 210– 880–92–5) to treat up to 75,000 acres of immature (3–5 years old) citrus trees to control the transmission of Huanglongbing (HLB) disease vectored by the Asian Citrus Psyllid. The applicant proposes a use that has been requested in 5 or more previous years and for which a complete application for registration or tolerance petition has not been submitted to the Agency. Therefore, EPA is soliciting public comment before making the decision whether or not to grant the exemption. The U.S. Environmental Protection Agency (EPA) released its proposed registration decision for three products containing the new active ingredient florylpicoxamid, a broad-spectrum fungicide that can be used on food crops and golf courses. Florylpicoxamid targets several fungi that cause damage and financial loss, including: Cercospora leaf spot of sugar beet, anthracnose diseases, Septoria leaf blight of barley and wheat and dollar spot on turf. The Environmental Protection Agency (EPA) is announcing the availability of and seeking public comment on a petition received from the Attorneys General of the States of Nebraska, Iowa, Alabama, Arkansas, Georgia, Indiana, Louisiana, Montana, North Dakota, South Carolina, and South Dakota requesting the Agency initiate rulemaking to amend the existing regulations under the Federal Insecticide, Rodenticide, and Fungicide Act (FIFRA). The Attorneys General believe the Agency should modify its requirements such that any state labeling requirements inconsistent with EPA’s findings and conclusions from its human health risk assessment on human health effects, such as a pesticide’s likelihood to cause cancer, birth defects, or reproductive harm, constitute misbranding.
